Narrative
The President, as specified in the Bylaws of the Board of Trustees, is the chief executive officer of the University and exercises general superintendence over all affairs of the University in accordance with the Board’s policies [1]. The President is responsible for the administrative organization of the university, including the functions, responsibilities and effective performance of the senior officers.
According to the bylaws under powers and duties, the President has primary responsibility to
…assure the orderly management of fiscal and personnel affairs, the auxiliary enterprises of the University, and the maintenance and development of its financial and physical resources; to coordinate the preparation of the operating and capital budgets of the University and to submit proposed budgets to the Board of Trustees for its review and approval; to keep the Board fully informed of the financial condition of the University and concerning trends affecting the University’s financial stability and strength [2].
The President keeps the Board of Trustees informed about the University’s fundraising efforts and appropriated funds [3]. Further, the President’s leadership in regard to fundraising has been acknowledged by the Board of Trustees [4].
Additionally, as evidenced by the organizational chart, all offices and positions ultimately report to the President of the University, including the Vice President for Development who is responsible for implementing the fundraising activities of Francis Marion University [5].
Furthermore, the section entitled “Institutional Governance” in the Memorandum of Agreement between Francis Marion University and the Francis Marion University Education Foundation indicates the following regarding fundraising: “The president is responsible for establishing the fundraising priorities for Francis Marion University and ensuring initiatives to fulfill those priorities are implemented” [6].
Francis Marion University Office of Development
The position description of the Vice President for Development indicates the primary purpose of the position is to plan, direct, and administer a comprehensive university development program and to coordinate all fundraising activities. The Vice President for Development also serves as the Executive Director of the Francis Marion University Education Foundation in a coterminous appointment.
Specific responsibilities of the position includes: 1) plan and direct fundraising programs for the benefit of the University; 2) oversee research, prospect identification, proposal design, and solicitation strategies; 3) implement a planned giving program; and 4) maintain positive University/community relations. All of these are accomplished by the Vice President for Development under the supervision of the President, as seen in Vice President for Development Position Description/Employee Evaluation Form [7]. The Vice President for Development reports directly to the President and serves on the President’s senior staff which meets weekly. The President and the Vice President for Development/Executive Director of the Francis Marion University Education Foundation meet on a regular basis to discuss and plan fundraising initiatives and activities. As the direct supervisor of the Vice President for Development, the President is in control of fundraising.
Francis Marion University Education Foundation
The Francis Marion University Education Foundation was established in 1974 to serve as the primary fundraising and asset management entity of the University [8]. As indicated in the Bylaws of the Francis Marion University Education Foundation, the university President serves as an ex-officio voting member and as a member of the executive committee [9]. Additionally, as indicated in the section entitled “The Institution’s Relationship to the Foundation” of the Memorandum of Agreement between Francis Marion University and the Francis Marion University Education Foundation, “the president shall serve as an ex-officio member of the foundation board and shall assume a prominent role in fundraising activities” [10].
